Terry Franklin Milligan, Sr., 65, of Knoxville, Tennessee, succumbed to cancer at Tennova Hospital North, surrounded by his family on October 27, 2015. Preceded in death by his parents Frank Leon and Bessie Smith Milligan, son Stephen Matthew, and sister Judy Lamon. He is survived by his sons Terry Franklin, Jr. (Jennifer) of Indiana and Nicholas Aaron (Ericka) of Knoxville; grandchildren Whitney Greene, Seamus Milligan, Kathryn Milligan, Mason Milligan and Marley Milligan; sisters Patricia Biddle Kody, Carolyn Milligan Rowe and Tracy Milligan Shipley; beloved uncle to several nieces and nephews; and his best friend Rick Trott.Terry was born July 4, 1950 in Knoxville, TN. He graduated from Holston High School in 1968 and continued on to receive his certification in x-ray technology, joining Fort Sanders Radiology as an x-ray technician. Later, Terry found his passion in the law enforcement field. He joined the Knoxville Police Department as a Reserve Officer and served in that capacity, achieving the rank of Captain and retiring after nearly 20 years all while working full time with Johnson & Johnson Orthopedics and Kraft General Foods. Terry was also a 4th degree black belt master in Tae Kwon Do karate, having earned this recognition from the International Tae Kwon Do Karate Confederation on October 23, 1984. Terry dedicated himself to teaching under-privileged children the art of Tae Kwon Do by operating small Dojos at various recreation centers throughout Knoxville. Terry co-owned and operated East Tennessee Mobile Diagnostics with his lifelong friend Rick Trott. Most recently, Terry campaigned for a seat on the Knoxville City Council, while unsuccessful in his bid for an elected office, he went on to join the Knox County Sheriff’s Department and served as a court bailiff. Family and friends will meet at Mynatt Funeral Home Fountain City on Friday, October 30, 2015 at 10:15am to proceed to Greenwood Cemetery for an 11am Graveside Service. Nephews and Rick Trott will serve as pallbearers. In lieu of flowers memorial donations may be given to The Fraternal Order of Police, Volunteer Lodge # 2 where Terry was an active member. Family will receive friends Thursday, October 29, 2015 from 6-8pm at Mynatt Funeral Home Fountain City Chapel.
